Plateau State on the Pathway to Achieving Universal Health Coverage, Launches Basic Healthcare Provision Fund

There are strong indications that Plateau State is on the pathway to attaining universal health care coverage.
This is coming as the State launched the Basic Healthcare Provision Fund (BHCPF) an initiative by the Federal Government geared towards providing free health services to Nigerians.

The BHCPH is aimed at ensuring the provision of a Basic Minimum Package of Health Services to all Nigerians, by applying 50% of the funds towards purchase of the BMPHS to be managed by the National Health Insurance Scheme (NHIS).

45% of BHCPF will disbursed by the National Primary Health Care Development Agency (NPHCDA).

The Plateau State Contributory Healthcare Management Agency (PLASCHEMA) is one of the Gateways for the Basic Healthcare Provision Fund.

The Agency carries out the demand side of the gateways; revenue mobilization, pooling risks, strategic purchasing and service delivery.

About 28,091 persons in Plateau State have been captured and issued with cards to access free healthcare services across the 17 LGAs of the State.

The Director General of Plateau State Contributory Healthcare Management Agency, Dr. Fabong Jemchang Yildam said the State has paid has paid its counterpart fund of 25% and is in receipt of over N337 million as Premium being the State share of the 2019 fiscal year disbursement from the NHIS gateway.

Dr. Fabong said the scheme distribution so far covers 14,293 Children under 5 years of age, 6,709 elderly, 4,087 pregnant women and 3,002 persons living with disabilities.
He said PLASCHEMA acquired basic ICT enrolment hardware’s with 4:4:2 fingerprints scanners, tablets and portable printers.
“We have also acquired the NIN softwares through PICTDA
We have completed enrolment across the 325 State wards”
“The Agency did a facility readiness assessment and from the over 1000 PHCs across the State, and accredited 325 PHCs that met the basic minimum standard for primary services and 52 secondary facilities” he said.

The Executive Secretary, National Health Insurance Scheme, Prof. Mohammed Nasir Sambo lauded the State for keying into the BHCPF and assured the State of support to ensure all eligible persons are covered and benefit from the Scheme.
He expressed optimism that there will be better quality of life through the BHCPF as the Federal Government has earmarked 1% of its consolidated revenue for healthcare.

In his remark, Gov. Lalong who was represented by the Deputy Governor of the State, Prof. Sonni Tyoden assured the citizens that the present government will ensure all ongoing hospitals in the legacy projects are completed. He said the present administration has completed the hospitals in Riyom, Kanke and Langtang South which are ready for commissioning.
He said the government place high premium on health, hence it investments in the sector.
Prof. Tyoden said BHCPF will improve the life expectancy of the State as well as decline in mortality rate.

“There is no doubt that out-of-pocket payments for health services have been considered a highly regressive method of healthcare financing globally and it greatly deepens inequity in access to healthcare”

“As at today, it constitutes over 70% of the methods of healthcare financing in Nigeria. The inequity in access negatively affects the poor and vulnerable among us to a greater proportion. This is because at their point of seeking healthcare, they are squeezed between seeking the care that they need and meeting other basic needs such as food, clothing and shelter” he disclosed.

He said 2% of the State & LGs consolidated Funds are being set aside for the purpose.
“This is a deliberate effort by the government towards achieving Universal Health Coverage and contributing to the Basic Health Care Provision Fund”

“This has tremendously increased the fiscal space for health in the State in a greatly sustainable manner through legislation. With this increased expenditure on health in Plateau State and the provision of premiums by the Basic Health Care Provision Fund, it is our undying hope that maternal mortality rates will precipitously decline, and our children will no longer die from preventable childhood illnesses through robust immunization, provision of vaccines, essential medicines and management of these ailments at the Primary Healthcare Centres” he said.

He also said that The Plateau State Government will ensure appropriate and strict management of the BHCPF in accordance with the provisions of its establishing Act and operational guidelines. This will justify the confidence reposed on the State Government by the Federal Government and donor Agencies.

With the Covid-19 pandemic and dwindling resources, this initiative has come to help the government of Plateau State increase the fiscal space for health generally; health system strengthening, particularly at the Primary Health Care level, and ensuring access to healthcare for Nigerians particularly the poor, thereby contributing to overall national productivity. It is therefore, only pertinent that the resources committed to this course are utilized efficiently and with results to show.

He commended the DG PLASCHEMA, Dr. Fabong for role he is playing in ensuring universal health coverage in the State and how visionary he has been in piloting the affairs of the Agency.

Secretary of Plateau Initiative for the Development of and Advancement of the Natives (PIDAN), Cmr. Nanle Gujor applauded PLASCHEMA for the confidence it has built in the citizens in accessing health services.

He also commended the DG for the mass awareness campaign and sensitization of the public on the mandate of the agency.

Gov. Lalong Break 33 Year Traditional Stool Jinx; Installs two 2nd Class Rulers in Qua’anpan, Visits Burnt Namu Yam Market

After about 33 years without a substantive traditional ruler, the people of Kwo Chiefdom in Qua’an Pan Local Government Area of Plateau State now have a traditional head. Similarly, the people of Namu Chiefdom of the same Local Government now have a traditional ruler after about 15 years without one.

This follows the installation and presentation of staffs of office to His Royal Highness, Miskoom Fidelis Longtoe Attahiru as the 27th Long Kwo (2nd class ruler of Kwo Chiefdom) and His Royal Highness Safiyanu Allahnana Magaji III, (Long Jan of Namu Chiefdom).

Speaking at the event which took place at Ba’ap, Headquarters of Qua’an Pan LGA, Governor Simon Lalong said the installation no doubt evokes a lot of passion and excitement among the people of these two Chiefdoms for the fact that they have been without substantive traditional rulers for a very long period of time. Within this period, the people have yearned for the peaceful resolution of the obstacles to this coronation.

He said his government refrained from interfering with the selection of the two traditional rulers as a way of ensuring that the will of the people prevails and the atmosphere for peace and tranquility blossoms in all Chiefdoms.

He urged them to do justice to all and shun any act that will destabilise the peace that has been restored in the Chiefdoms and the State.

He said “Your Royal Highnesses, as you carry out your responsibilities, I admonish you to be proactive and work with your people to identify and fish out criminal elements not only for the safety of your jurisdictions but the entire State. Government will support you to carry out this task in collaboration with the security architecture and the Local Government Administration. In addition, we expect that the recently trained and deployed Community Police Constables and vigilante groups will be carried along in intelligence gathering that is vital to addressing criminality”.

On some security concerns over activities of criminals in forests around the Local Government, the Governor said, “I am aware of the security concerns about criminal activities in and around the forests in Quanpan LGA and others. Let me assure our people that the Government is working hard to address this situation and enhance security and safety of the people. Already, President Muhammadu Buhari has approved the taking over of the Pandam Game Reserve by the Federal Government as a National Park”.

The two traditional rulers promised to work for the unity, peace and progress of their Chiefdoms and be fair to all law abiding citizens residing in their Chiefdoms irrespective of creed, religion or any affiliation.

Earlier, Governor Lalong visited Namu to sympathise with the people over the inferno that destroyed goods worth millions of naira at the Bwall-Namu Yam Market. He urged them not to be deterred as the fire incident is a setback that they have to overcome.

Apart from making an initial donation of 10 million naira, the Governor said the Government will work out a long term plan to create a suitable market and enhance safety of traders and their goods.

Governor Lalong also inspected ongoing construction projects of Shendam bye-pass road, 100-bed mother and child hospital Namu among others.

Re-Assault on Security Guard, Mr Sargwak by Chairman, Code of Conduct Bureau, Justice Danladi Umar. The position of Tarok Intellectuals

Our attention has been drawn to a viral video making round on the internet showing the Chairman, Code of Conduct Tribunal, Justice Danladi Umar assaulting a security guard Mr Sargwak on duty some days ago simply because he showed the Justice where to park his car. In that gothic and gory video, the justice was seen displaying his karate skills on an innocent and vulnerable Nigerian.
This left many pondering as to why a Justice, a Learned person would engage in such a barbaric, callous, and terrible behavior not fitting of his office and person.

Tarok Intellectuals condemn in totality this inhumane exhibition of unceremonious, intimidating, unscrupulous, oppressive and unwholesome exuberance on the vulnerable.

Tarok Intellectuals’ hereby states this for the record:

  1. That the Chairman, Code of Conduct Tribunal, Justice Danladi Umar do not know even the primary constituency to which his office is functioning, hence unfit for such a position.
  2. That Justice Danladi Umar should kindly apologize to Nigerians on National Television for such global disgrace and subsequently resign his position as Chairman, Code of Conduct Bureau. For he is a bad example of what a leader should be. Looking at how he attacked other public office holders, his action now speaks volumes about the facade of integrity he claims to have.
  3. That the Justice lacks sound morals and other requirements of being a Justice, hence he should be demoted. How can a justice batter and assault an innocent person? Is there moral justification for this whatsoever?
  4. That Justice Danladi Umar compensates the owners of the shopping mall for disrupting public peace, and Mr Sargwak be paid the sum of #10 Million Naira and put under medical insurance for 5 years considering the kind of blows he received from the Justice.
  5. That Justice Danladi Umar inflicted pains on Mr Sargwak while discharging his duties as a law-abiding security guard. Mr Sargwak’s right was abused. He was embarrassed, beaten disappointingly, by a man who is supposed to be a leader. He infringed on this man’s fundamental human rights contrary to the Constitution of the Federal Republic of Nigeria 1999 as amended.
  6. That Justice Danladi Umar took the law into his hands by his act, and should be detained and or face the wrath of the law for same: Ignorance of the law is not an excuse.
  7. That having taken the position above, it will serve as deterrence to anyone who has such evil intentions on his fellow against the equality of all men.

We hold this truth to be self-evident that all lives matter and everyone is equal before the law.

A man who should be the custodian of rule of law in a democratic society has chosen to unleash mayhem on an ordinary Nigerian discharging his legitimate duties. We view the display of this poverty of civilised norms of behaviour as not only repugnant to our collective sense of humanity but shows the judicial bandit as severely lacking emotional and social intelligence. In a sane and civilised clime, this man should have been relieved of his position immediately after this unprovoked assault on an ordinary Nigerian doing his business.

This puerile behaviour should be roundly condemned by conscientious Nigerians. A judicial officer should be above board and a man of impeccable character, gentle and courteous. Justice Danladi Umar can be properly described as a judicial bandit and not an officer. Authorities concerned should conduct emotional, psychological and integrity test on Justice Danladi Umar to determine the state of his fitness to continue to function in his office.
